Plan? What Plan?


Figures, doesn't it...either they expect to just wing it...or, more likely, never considered making a plan at all to deal with Al Qaeda.

But what do you expect? It's not like they think of terrorism as anything more than a useful domestic political tool...something they can use to scare the shit out of people.
